How Do Payment Networks Get Demonized?

In the nineties, a senator here in illinois, where i live, richard durban, came up with something called the durmint amendment. It put a limit on what banks were allowed to charge for debicard transactions. But there's been an interesting work around, is that they set a market cap limit on the size of the banks. So when banks get demonized for how much money they're taking, block is actually taking more money from the merchant than bank of america is.
