Togas: First thing for me would be a long-term stable funding settlement. I'd look at the Green Book again and changes methodology. Mizzi Tardle Power has the potential to generate enough energy for a million homes for 120 years, but we have to demonstrate its BCR in 45 years. The centralised model has failed. It's failed on regional inequality. It'sfailed on growth. And I think we need to try something different. An investment in places around the country, I think, will bring about transformative change.
