The Importance of Understanding China's Advantages
I think one of the big things that we learned over the course of the years that China joined the increasingly joined different multilateral institutions. I think for the early years, they didn't particularly change the WTO. They were busy implementing their obligations under the WTO. The countries like ours had available to us to take action in areas where we thought the Chinese may have engaged in unfair trade practices. But it was slowly over time and probably particularly so after the end of the Bush administration into the Obama administration became increasingly assertive in changing these institutions to its own will.
