The Nature of AI and AGI

Is there anything inherent in AI or AGI that would say the rules that have governed us for the last 80 years, which is tense sometimes? I don't think it would fundamentally change the rules of engagement. What will probably happen then is every government goes and tries to figure out how they can go build their own form of AGI.
