Panom Pen had been completely emptied for the last four years. With little more than a skeleton crew of top Khmer Rouge officials and workers having lived in the city, they had done nothing to maintain it. Piles of rusted cars adorned some intersections, while groups of mopeds just sat in the middle of others. The central market, a huge building consisting of a large central dome with four arms of large hallways branching out from its sides, was surrounded by barbed wire and debris.
