Tom kane is a professor at the harvard graduate school of education and the faculty director of the centre for education policy research. He says we have made progress in terms of narrowing achievement gaps over the last 30 years, but this could set us back decades. If districts start recognizing that it's not going to be able to do this on the cheap, they can come up with a two year plan which would cost less than $1 billion per year. Tom: It really is sort of the most pressing equity challenge our country faces. And unless we can develop a plan over the next couple of years to reverse this, we'll be talking abut the great effort to provide educational opportunities for all
