The Education Department Does Regulations Through a Consensus Process
The way the education department does regulations is through a consensus process. It's called negotiated rule making u which they call ne greg for short, which doesn't even really make sense. And so in many departments, i think you actually could say, ok, everybody's on income teystor pavement now we have taken executive action. This is the executive action we have taken. We clearly have authority over loan payment. The education department. You cannot do that.
