How to Start a Marketing Department

It depends a little bit on how you're growing and what channels you're using. My general advice actually is to be careful not to over instrument and over complicate things, especially for small early stage companies. Unless you can actively do something with the data, it's not that helpful. At least if you know what you spent and then what you got at its most basic, that at least lets you know that you're not burning budgets for absolutely no purpose.
