The system perpetuates itself by turning the victims into victimizers. And every one becomes complicit in tis system of oppression, which also creates a great deal of guilt in people. So some ways, people now are not just necessarily falling in line. In some ways, they're becoming enforces themselves. The speed of change can be explained in some ways by the extent of preference falsification.
