The Importance of Interim Piracy in Somalia
In West Africa, off Nigeria and Venezuela, it's tied in with organized crime. I think the lack of a Navy to keep order in both places is important,. But it's not as obvious a source of the problem as it was in Somalia. Interim piracy might be one of the better options for upward mobility for somebody with no education or even a couple of years of basic education.
