This episode is about the relationship between harry and ron. The two are at odds over what it means to forgive someone who has hurt you in some way. Harry doesn't apologize for his actions, but he forgives because he's not interested in reciprocal harm. He also says that if we're defining forgiveness as a choice not to retaliate against those who have harmed us then apologies aren't necessary.
