Every other developed country in the world does not follow a presidential system and follows a parliamentary system. It turns out that avoiding conflict between te legislature and an executive branch is good. But it seems to me that there is something of an argument that because this particular fight is like, particularly likely to lead to those sort of outcomes, that the check on the executive that exists should be moved.
