The ten commandments govern basic social behavior. You can't have a community if these are not in place, right? The moral and ethical behaviour of israel is held true regardless of what dispensation you're in. Verse 17 hints at zion like behaviour. I'd add another element n this too, at least from orva of perhaps a latter day saint perspective. It reminds me of the beatitudes, where you've heard it said of old time, thou shalt not kill,.
