When you have an in-game you're trying to accomplish, that's when the creativity can happen. So it's just when you've got something you have to get done and you don't have the resources to do it the proper wayyou get real creative. The whole idea in this chapter is the effects-based operations - creative decision-making that views the enemy as a system.
