The Non-Plyforation Treaty and the Security Council
African and Latin American states judge the Non-Plyforation Treaty to be in their interests. The French Foreign Ministry began to call attention to a few problems with this new global Non- Plyforation regime. It would create a two-tiered hierarchy, that five permanent members of the UN Security Council after 1971 would be deemed atomic aristocrats. And then lastly, it departs from the established jurisdiction of the Security Council whose decisions have always applied to specific problems.
