The Supreme Court is set to hear a case on partisan gerrymandering in elections. David Gergen says the ruling could have major implications for democracy and politics. He says it's possible that some states will be able to use ballot initiatives to get rid of partisanship from redistricting process.Gergen: The impact would be modest, but if Democrats are as ruthless about gerrymanders then they might pick up a couple of House seats because of it.
