Prisons Aren't Opening Up, Charlie?

Prisons have a responsibility to keep the public safe while people are in prison, says Charlie. But they also need to make them less likely to offend when they come out of jail, he adds. The inspectorate is particularly concerned that prisoners aren't getting support with learning to read and skills needed for jobs after release.
