The Perils of the Human Rights in Recent Times
H G Wells is credited with the inspiration for the u.N. Charter of human rights. He would be, on the one hand, in favour of codes that would rational, codes that would channel life in a certain way. But at the same time, he is fully aware that life can't be channelled in that way. So he's both pro bureaucratic and anti bureaucratic.
