Kazakhstan's President Is in the Position He's In
Kazakhstan was ruled from the last few years of the Soviet Union right up until 2019 by one man, Norseltandos Arbayev. Eventually protests built up against his rule and in 2019 things began to boil over in the country. Nuzabayev resigned from the presidency and appointed Qasam Jumur Thakayev, the current president, to be a successor. But on the way out the door, he gave himself the role of Elbasi, which roughly translated would mean something like father of the nation. This title gave him a number of benefits, including protection from all prosecution past presidential future.
