What Public Opinion Will Tolerate?

The contest with china, the confrontation with russia is not going to be about tanks or missiles or planes. The battle is without a shot being fired. But of course, round the world, where there are strategic vacuums, they will get filled by these authoritarian rivals. And therefore it is logical for us to want to engage with those countries who are naturally more likely to be allied with us. It's complex though, beause it has to be linked to siber and what we might be doing in space.
