The Impact of the Decision Not to Hold Elections in Ukraine
Zelensky said under martial law elections can't happen. So it's not so much a decision. It's the law and he is of course the guarantor of the Ukrainian constitutionso he cannot make a statement otherwise. That doesn't mean there isn't uncertainty over whether or not an election could possibly occur right as a person who again studies democracy and democratization, having an election in an uncertain context even if the war has just ended.
