Is There a Positive Movement on NEPA?

I think that there has been something really positive that's happened over the last year and a half, which is more and more people have become aware of the problem. So I think in particular, the climate community, right, people who really want to build a lot of clean energy are starting to realize they're going to have to do a lot of environmental reviews.
