The Mariners That Operate in New York Harbor
How were mariners able to be so successful in such a high pressure situation and in such an adhock fashion? I think there are multiple answers. The fact that they knew their vessels, they knew the vessel's capacities, and they knew the harbor relatively well. So knowledge of the harbor was a big piece of it. And communication, the marine radio was overwhelmed at times. Mariners were mindful of trying not to clog up the air waves with unnecessary chatter. i think also it was really a profoundly brave decision for the coast guard to just have faith in the folks who were running their boats.
