Is There a Need for More Aggressive Building Standards?

Yal, i mean, th the reality is these countries are already suffering. They a smaller, less developed nation might not have the resources to develop a building code on their own. So what they end up doing is adopting those from developed countries. And so if we have more aggressive building standards that provide long term climate mitigation and long term omissions mitigation then everybody's better off for it.
