The russian military is tremendously top heavy on officers. They don't want changes. Russia increasingly has the money. It has the oil revenues. It has paid off its debts to the paris clubs. So thereis the opportunity for military reforms, but the military is incredibly resistant to it. But the reforms are being structured in those six o sevens and and eventually the ideals for the reforms are on the books. And after thei war is the major reforms that are pushed through barely two months later, but they're already all in the books.
