Gambling as an american pastime dates back to the seventeenth century, when the 13 original colonies held lotteries. Lotteries had previously been established in england during the previous century in order to fund the reconstruction of ports and ships for the royal fleet. These raffles were marketed to the upper crust of society, as the ticket costs of ten shillings each were prohibitively high for most average citizens. Around the same time, anti gambling legislation was circulating throughout the colonies, both on the grounds of religious and economic opposition.
