I think a lot of the time we kind of say well look you can turn out to vote or you can come to this you know meeting that's in the evening and make your voice heard right. But it's like well if I have small children I kind of don't have you know the option to go to a meeting in the evening right? So one of the things that I that one of the preoccupations of the book is like well what would it take one of the questions that I'm trying to get at especially in the first part of the book to say that someone has in fact made a choice not to participate in politics. There's this phenomenon called non decision making
