If you get a ticket, even if it's a traffic matter, and you have money, you pay that and take yourself to your job. But if you live in a community in a part of the city that is especially police meaning that police operations are focused there, then your chances of being stopped and getting caught up in this cycle increase. And so once again, on the backs of poor people, on the back of the mentally ill, on thebacks of the martionalied, the city is expecting revenue. That's not service. It's not what legislators are called to do. That is not what the executive branch is called to do."
