The Origins of the Iroquois Confederacy
The Iroquois Confederacy was one perpetual federation of the five consanguineous tribes. The organ of the confederacy was a federal council of 50 sacrams all equal in rank and authority. Ingalls tries to argue that it is somewhat distinct from a state and actually prefigures early attempts at governance absent the full creation of a state.
