In malawi, the thing that i notice is that when you become the president, you basically control the purse strings of parliament. That gives presidence and the executive enormous influence. So in ta sense, weare sort of trying to approach this question of the continued executive big man politics from a kind of illegal constitutional angle and then from a political economy angle.
