Thames, and really most of the UK water utilities, are falling into this unprecedented level of disrepair. Jill says the origins of this crisis date all the way back to the late 1980s. Once these private companies moved in, the utilities racked up billions in debt. And they were privatised with pretty much no debt, and given a couple billion pounds to make improvements.
