Candy lobby came up to the state capital in sacramento and made this case that they were being discriminated against. At the time, candy was taxed, but other desserts, like cake, cake was tax free. So what started out 80 years ago to help folks during the depression as the simple noble taxex on for grocery stores ends up benefiting big candy and big cake. But sometimes all these tax shenanigans, sometimes by accident, may actually contribute to making the world a more delicious place after the break.
