Cannabas Legalization

Portugal introduced the removal of criminal penalties for all drug use. They invested hugely in treatment and dissuasion commissions. In uraguay, most people didn't want cannabas legalization. It wasn't popular. But decision makers saw the nexus between the cannabas market and the rest of the elicit drug market. And they wanted to break that nexas. So it's so just those three examples show that every country is is different and has its own context.
