What Is a Cooperating Witness?

A cooperating witness is typically somebody who has come into the government and admitted their own wrongdoing. They usually have a written agreement with the government that can include pleading guilty to charges, admitting and taking responsibility for what they did. It's also not always the case that a cooperator has to plead guilty to something, but that's typically what you want.
