I don't necessarily believe him that the raids were not motivated by homophobia. It's a way to sort of appeal to the mayor and saying like we're cracking down on vice. Bottom line I think is that people in positions of power or complicit with systems of power just don't think that hard about the communities that they're dehumanizing.
