Is There a Disincentive to Oversight of the Intelligence Committee?
There are many disincentives in the congressional system for what you would call robust, helpful oversight of the intelligence committee. There's no iowa for intelligence because there is no geographic concentration where you have to learn the intelligence business or get voted out of office. The house still has term limits for its members, which means just when members of the committee understand what the achronyms of the intelligence agencies mean, they have to stop serving. If you don't develop expertise, you can't ask good questions and so those things really stack the deck against them.
