Khrushchev's Balancing Act
In the lead-up to the crisis, Khrushchev was balancing two different messages. He criticized U.S. threats but puffed up image of Soviet military might. Kennedy requested 150,000 men on active duty for a year and told chief of Atlantic forces that transport planes should be ready for an invasion of Cuba.
