In the seventies, bill wolf wrote a paper on operating systems in which he talked about the separation of mechanism and policy. The point was that the mechanism was often the same; the only thing it changed was policy. I always thought it was really odd that this is taught in every operating system text book i've ever read, but never mentioned in networks," says Sir Tim Berners-Lee.
