A Great State Is Like the Delta of a Mourning River
A great state is like the lower reaches of the waters downward flow. It's receiving the flow from above, but you can also think of it as positioning yourself to have all things come to you. So the female gets the better of the male, not because she doesn't pursue, but instead lets the male come to her,. finds the place where things come to her. If you can get what you want by being still, as opposed to actively pursuing, there's a superiority in whatever way in that type of function.
