We don't know that much about Andor yet, but one of the things that we do know is that he becomes a captain later. You want there to be a reason why they would want to keep him and not just be suspicious of him. He's especially with the part where he makes the suggestion. They're like rehearsing their walking information. Clearly they will be disguised as Imperial officers.
