I can't help but feel that Pragogen found out that he was going to be arrested, dismissed or whatever because it is clear that Schuygoo had been winning the sort of behind the scenes element of their political rivalry. I see no sign for example that he was acting as some kind of a cat's paw for a cabal of people who wanted to bring down Putin or whatever and I certainly see no signs that this was actually orchestrated by Putin. But more broadly I mean why did he back down? Well I would suggest it also reflects the fact that there were not mass defections to Wagner from the regulatory and other security forces.
