The DOJ's Interpretation of the Act

The three judge panel including now judge Walker, a trumper who sided with Judge Pan two to one to vote that Nichols was wrong said, look, if you look at the statute, there's three interpretations that are being offered. The government's interpretation, which is the most reasonable one, is that the words on the page say what they mean. And of those three interpretations, the mostreasonable one is the Department of Justice and that's the one we're going with.
