Ecuador's President Carrea's Sickness

In 2008, President Carrea allowed Ecuador to default on its debt. He also banned foreign military bases and shut down US counter drug operations at the Manta Air Force Base. In mid-2013, Carrea issued an executive decree that allowed his government to disband civil society organizations. The following year in 2014, he imposed restrictions on the work of USAID itself. It resulted in USAID closing its offices in Ecuador after 60 years of operating in the country.
