The cyber resiliency act would restrict the use of unfinished software. The open source initiative has submitted feedback to try and make the European Commission reconsider their laws for open source software. If no exception is set, it would mean companies would not be able to use stuff like NPM or other open source software repos - which would basically put a stop to all software development in EU.
