Caesar crossed the river Rubicon to signal his intentions on returning to Rome with his army and seizing power. It sounds like a very decisive move, and it is when it happens. But as I say, it sort of happened very slowly with a lot of negotiation, which didn't work. And eventually, Caesar does bring his army into Italy. He takes control in Rome and is declared dictator in 48.
