The court ruled overwhelmingly, 13 to two, in favour of ukraneand against russia. It didn't explicitly say that war crimes were being committed, but it did say that civilians were being attacked. Under the rules of the intenatral court of justice, krane is allowed to refer the case to the u. N. Security council. Unfortunately, russia has a veto as one of the permanent five members of the u.N. Security council so nothing will happen there.
