Is Atoms a Border Control in Closing?

In real world closure applications, even on the server side, you will find a few instances of agents and very, very few instances of refs. The enormous majority is atoms. Most experienced closure programmers when they're doing this sort of thing, they will just reach for atoms - that's probably what we want anyway.
