What Is a Power Breakdown?
There is very little discretionary budgetk that is there at the local level. Almost all service delivery employees, including teachers and doctors are employed at the local government. Local governments have a lot more authority on kind of te stuffing than state levels. The foundation of so many reform ideas is better data about performance base funding. But i think mota moti has most power when it comes to giving people control over their own destiny.
