In Australia, the real power resides in the executive government. So you'll have competing presidents saying this is what I'll do as president. And therefore they have to follow through on their promises somehow. The problem is how do you organize society so that rulers can be most easily removed? That's what democracy is all about. Remove them most easily without violence and allow the progress to keep happening.
