Octavia is available to be married, but she's actually still in the mourning period from the death of her husband Marcellus. Divorce is fine, but getting married again when you're recently bereaved, not okay. Mark Antony did not have to get permission. So this is another one of those double standards. The permission has to be granted for women and it's because of all of this concern about the legitimacy of the child. And even if she weren't pregnant, well, what if she wasn't? We didn't know yet something like that.
